IN WEST NORFOLK THE CONSERVATIVE PARTY LOST SIX SEATS.
IN THE COUNTY AS A WHOLE, THE PREVIOUSLY RULING CONSERVATIVE PARTY LOST 20 SEATS, BUT REMAINS THE LARGEST PARTY.
UKIP GAINED 14 SEATS AND BECOMES THE SECOND LARGEST PARTY ON THE COUNCIL.
THE LABOUR PARTY LOST A TOTAL OF 11 SEATS, COMPARED WITH THE OLD COUNCIL, AND IS THE THIRD LARGEST GROUP.
BOTH THE LIBERAL DEMOCRATS AND THE GREEN PARTY EACH LOST 3 SEATS.
THE NEW COUNCIL COMPRISES 40 CONSERVATIVE, 15 UKIP, 14 LABOUR, 10 LIBERAL DEMOCRAT, 4 GREEN PARTY AND 1 INDEPENDENT COUNCILLORS.

Every 4 years there is an election for all 84 County Councillors who represent their communities in Norfolk.
County Council elections are scheduled to take place on
Thursday 2 May 2013.
Voters will go to the polls to elect their Norfolk County Councillors.
At East Winch the Polling Station is at The Village Hall. You may vote between 7am and 10pm.

7 Councillors were to be elected to the Parish Council to represent East Winch ward.
Only two nominations were received for this election. Therefore, in an uncontested election for East Winch ward -
Mr A Hepher and Mrs N Steele were elected to the Parish Council.
1 Councillor was to be elected to represent West Bilney ward.
Nominated for election were Mr R. Cox and Mr N Velzeboer
Mr R Cox was elected.
REFERENDUM. There was also a national referendum held on the 5th. May 2011. The referendum sought to find out the views of the nation on the proposal to change our 'First Past the Post' system of elections to an 'Alternative Vote' system. The AV system aims to ensure that the elected person has more than 50% of the vote. See below for more information.

The Electoral Commission is an independent body set up by Parliament. It is responsible for the conduct and regulation of referenda held under the 'Political Parties, Elections and Referenda Act (2000)'.
What is the Alternative Vote?
The Alternative Vote (AV) is very much like First-Past-the-Post (FPTP). Like FPTP, it is used to elect representatives for single-member constituencies, except that rather than simply marking one solitary 'X' on the ballot paper, the voter has the chance to rank the candidates on offer.
The voter thus puts a '1' by their first-preference candidate, and can continue, if they wish, to put a '2' by their second-preference, and so on, until they don't care anymore or they run out of names. In some AV elections, such as most Australian elections, electors are required to rank all candidates.
If a candidate receives a majority of first-preference votes (more people put them as number one than all the rest combined), then they are elected.
If no candidate gains a majority on first preferences, then the second-preference votes of the candidate who finished last on the first count are redistributed. This process is repeated until someone gets over 50 per cent.

There were elections in only 13 of the 102 parishes, the remaining 89 were uncontested. At those 89 Parish Councils, the number of people nominated matched, or was fewer than, the number of seats available; those nominated were therefore considered to have been elected.

2013 Elections:
Labour group leader, George Nobbs, elected as County Council leader.
Following the result of the County Council election, in which no party gained an overall majority, there was something of an impasse concerning the appointment of a Council leader. In normal circumstances it might be expected that the party with overall control would support one if its councillors as leader. However, with no single party having an overall majority, and none of the other parties supporting a Conservative councillor, (the party with the greatest number of representatives), as leader, it was proving impossible to make an appointment. The County Council was therefore unable to conduct normal business.
Eventually an alliance was formed between the Labour, Liberal Democrat and UKIP councillors. This allowed for the election of the Labour group leader - George Nobbs - as the new Council Leader.
County, borough, town and parish council elections take place every four years in West Norfolk. The next Borough Council elections will take place 2015.
